Welcome to the Low Impact Development (LID) Plan Check Submittal portal
LID is a leading stormwater management strategy that seeks to mitigate the impacts of runoff and stormwater pollution as close to its source as possible. In November 2011, the City of Los Angeles adopted the Stormwater LID Ordinance (Original Ordinance #181899, updated September 2015-Ordinance #183833, and updated April 2024-Ordinance #188125) to support this effort.
New development and redevelopment projects are required to incorporate LID measures into their design plans as part of their plan check review and building permit approval process. Please use the Customer Service Request (CSR) to start your LID Counter request for plan check and other building permit related items.
LID Counter Operations
Any general questions regarding the LID Counter Operations should be directed to our Customer Service Request (CSR) system. Please be sure to include the project address and permit number related to your inquiry.
For Plan Check, Certificate of Occupancy, Restamp or Planning Case Referral requests, submit the respective application via the Customer Service Request (CSR). For those who are unable to access our electronic services, we will continue to use the designated, Drop-off/Pick-up Area at the Figueroa Plaza Lobby (201 N Figueroa St) for your hard copy submittals.
Low Impact Development (LID) Plan Check Clearance
As part of the Los Angeles Department of Building and Safety (LADBS) Plan Check process, LADBS personnel will determine whether the LID Plan Check clearance is added to a building and grading permit. The LID Plan Check Clearance will appear as Obtain Watershed Protection Div. clearance for Low Impact Development (LID) on the Clearance Summary Worksheet issued by LADBS and as Low Impact Development under the LADBS Permit & Inspection Report.

LADBS Permit & Inspection Report Plan Check
Applicants who need to obtain Plan Check Clearance from LID must submit a Plan Check Application via the Customer Service Request (CSR), our agency is LASAN and the Service is LID Plan Check and the Office/Location is LASAN-LID Counter. The CSR will provide an option to submit for a Small Scale or Large Scale Plan Check; most projects will be classified as Large Scale projects, see criteria below.
Small Scale Projects: Permits that have a LADBS Plan Check Submittal and Payment Date prior to April 2nd, 2024 and meet the criteria below.
- Residential projects 4 units or less, proposing less than 10,000 SF of new impervious and redeveloping less than 1 Acre.

Residential projects 4 units or less located in, adjacent to (within 200’), or discharges to an Environmentally Sensitive Area proposing less than 2,500 SF
of impervious area.

- Search Project Address
- Toggle the Significant Ecologic Areas (City and County) in the Table of Contents.
Large Scale Projects: For all other permits that are not classified as Small Scale.
Low Impact Development (LID) Certificate of Occupancy Clearance
Permits that required a LID Plan Check Clearance as part of the Los Angeles Department of Building and Safety (LADBS) Plan Check process will require a C of O Clearance from LID. LADBS inspectors do not review or approve the LID C of O Clearance, only LID staff can process this clearance. The LID C of O Clearance will appear under the LADBS Permit & Inspection Report as Public Works- Stormwater.

Applicants who need to obtain a C of O Clearance from LID must submit a Certificate of Occupancy application via the Customer Service Request (CSR), our agency is LASAN and the Service is LID Public Works Stormwater- Certificate of Occupancy and the Office/Location is LASAN-LID Counter.
Low Impact Development (LID) Planning Case Referral Request
As part of the City Planning Application Filing Instructions, a LID Planning Case Referral Form is required.
Applicants who need to obtain a LID Planning Case Referral Form from LID must submit a Planning Case Referral Application via the Customer Service Request (CSR), our agency is LASAN and the Service is LID Planning Case Referral and the Office/Location is LASAN-LID Counter.
Low Impact Development (LID) Restamp Request
A Restamp is requested when plans that were previously stamped and approved by LID have undergone changes that do not affect the stormwater mitigation systems approved. If the proposed changes affect the approved stormwater mitigation systems, the project must submit as a Plan Check Application.
